Financial Products and Services Consumer Advisory Council

The mission of the Council is to present the opinions of financial product consumers and financial service users (“financial consumers”) to the AMF. As part of its mission, the Council comments on and makes such recommendations as it considers useful to the AMF on policies, rules, guidelines and other publications of the AMF where those policies, rules, guidelines and publications are likely to affect financial consumers. The Council also presents the AMF with its observations and recommendations on any topic of concern to consumers. The Council is composed of not fewer than five or more than nine members, drawn from various sectors and professions, who have a particular interest in defending and promoting the rights of financial consumers and vulnerable people.

The members of the Council are:

  • Patrick Mignault, Council Chair, associate professor at Sherbrooke University’s Faculty of Law
  • Isabelle Bourgeois, education advisor at Éducaloi
  • Maya Cachecho, assistant professor at the University of Montréal’s Faculty of Law and Executive Director of the Institut québécois de réforme du droit et de la justice
  • Willie Gagnon, director of Mouvement d’éducation et de défense des actionnaires (MÉDAC)
  • Marc Lacoursière, full professor at the University of Laval’s Faculty of Law
  • Laurence Marget, Executive Director at the Coalition of Consumer Associations of Quebec (CACQ)
  • Clarisse N’kaa, lawyer at Option consommateurs and mediator
  • Vanessa O’Connell-Chrétien, lawyer at Revenu Québec
  • Daniel Roussel, retired manager – Financial institutions (communications, public affairs and financial literacy)
