Éric Jacob Executive Director, Enforcement

Éric Jacob was appointed Executive Director, Enforcement in November 2023. Supported by a staff of more than 200 people, he is primarily responsible for overseeing the teams tasked with preventing, investigating and seeking sanctions for violations of the laws administered by the AMF. He also coordinates efforts related to market surveillance and cybercrime and market abuse investigations and activities related to computer forensics, business intelligence and analytics. Lastly, he oversees cooperation between the AMF and its various partners at the Québec, national and international levels, including Canadian and foreign regulators, police forces, government agencies and certain government departments.

In recent years, Mr. Jacob has contributed significantly to enforcement of the laws designed to protect financial consumers. From 2010 to 2020, he held various executive positions in the case assessment, cybersurveillance and economic crime sectors. During that period, he also led AMF Inspections. In 2020, he was appointed Senior Director, AMF Monitoring, Risks and Performance.

Mr. Jacob was appointed Superintendent, Client Services and Distribution Oversight in May 2021. He was responsible for supervising the activities of representatives and firms in insurance of persons, damage insurance, claims adjustment, financial planning and mortgage brokerage. AMF Client Services and Distribution Oversight also includes the AMF’s financial consumer assistance services; the Strategic Financial Education, Outreach and Research Partnerships Program; the Fonds d’indemnisation des services financiers (financial services compensation fund); and the AMF Information Centre; and supervision of the activities of Québec’s Chambre de l’assurance de dommages and Chambre de la sécurité financière. From 2021 to 2024, Mr. Jacob was chair of the Canadian Insurance Services Regulatory Organizations (CISRO), whose mandate is to ensure consistent qualifications and conduct-of-business standards for insurance intermediaries. In 2024, he was appointed as chair of Committee 4 of the International Organization of Securities Commissions (IOSCO).

Mr. Jacob has in-depth knowledge of the financial markets and of financial product and service distribution activities. Prior to joining the AMF, he worked in the banking sector and held various management positions at large institutions.

Mr. Jacob holds a Bachelor of Laws from the University of Montréal. He also holds a Master of Business Administration from the University of Sherbrooke and holds the dual Chartered Director/Administrateur de sociétés certifié designation (C. Dir., ASC) from the Collège des administrateurs des sociétés.
