Philippe Lebel Executive Director Legal Affairs

Me Philippe Lebel is Corporate Secretary and Executive Director, Legal Affairs at the Autorité des marchés financiers (AMF).

Supported by a team of some 60 employees, Me Lebel serves as in-house legal counsel to the various units of the AMF, including the Office of the President and CEO. In his role as Corporate Secretary, he is responsible for maintaining the organization’s governance framework. He ensures the proper functioning of the AMF’s decision-making bodies by, in particular, ensuring the integrity of the decision-making process. He also supports the work of the Conseil consultatif de régie administrative (Advisory Board) and the Executive Committee.

Me Lebel joined the AMF when it was established in February 2004, and has successively held the positions of Assistant Director, Director and Executive Director, Legal Affairs. He has also served as Corporate Secretary since July 1, 2019.

Me Lebel has focused his career on financial sector oversight and regulations. From 1996 to 1999, he served as a lawyer with the Conseil des assurances de personnes (Life and Health Insurance Board), after being employed at the Board while he was studying. From 1999 until the creation of the AMF, he held various legal positions at the Bureau des services financiers (Québec Financial Services Bureau).

In actively supporting the development of the regulatory and legislative framework for the financial sector, Me Lebel has had the opportunity, since 1997, to work on legislative and regulatory reforms in this sector. His expertise and experience are broad-based, covering the reform affecting the financial products and services distribution sector in 1998, the establishment of the AMF in 2004, the development of a highly harmonized securities regulatory framework since 2005, and more recently, the passage of Bill 141, which is intended to reform the laws governing Québec’s financial sector.

Me Lebel is fully committed to the mission of the AMF and engaged in concrete measures to protect consumers, including supporting the work of the AMF’s Financial Products and Services Consumer Advisory Council, which was established in 2018.

Me Lebel holds a Bachelor of Laws from Laval University. He was called to the Québec Bar in 1996.
