Isabelle Blackburn has served as Superintendent, Client Services and Financial Education at the Autorité des marchés financiers (AMF) since September 2026.

In this role, she oversees activities to inform, support and empower financial consumers and financial sector participants, including in matters of assistance, financial education, complaint processing, compensation and the qualification and registration of industry professionals.

An executive with 30 years of private and public sector experience, Ms. Blackburn is known for her inspiring leadership, client-focused approach and ability to lead major transformations.

Prior to joining the AMF, she was the president and CEO of iA Auto and Home and held several senior management positions within iA Financial Group. She also worked for the Ministère des Finances du Québec and served as director general of Épargne Placements Québec.

An active member of her community, Ms. Blackburn has chaired the board of Bénévoles d’Expertise and served as a YWCA ambassador.

Ms. Blackburn holds a master’s degree in finance from HEC Montréal. She holds the Chartered Financial Analyst (CFA) and Certified Internal Auditor (CIA) designations as well as the designation of Certified Corporate Director (ASC), which she received from Laval University.
