Representatives from a Canadian province other than Québec or from a Canadian territory

This section is intended for candidates who hold, or, under certain conditions, have held, an authorization equivalent to a Québec representative's certificate in the sector or a sector class of damage insurance issued by a competent authority of another Canadian province or territory (hereinafter referred to as an "authorization").

The steps to obtain a right to practise in Québec vary depending on the period of validity of the authorization.

The system of reference below below lists the authorizations that are accepted by the AMF, the equivalences that may be granted in Québec and the requirements that must be met (examination and probationary period) in order to obtain a certificate from the AMF.

Candidates who have held a valid authorization for less than 24 of the past 36 months

A candidate is exempt from (s. 53 This link will open in a new window Regulation respecting the issuance and renewal of representatives’ certificates):

  • the minimum qualifications; and
  • the examinations, except the examination relating to concepts specific to professional practice in Québec.

Candidates must then submit an Application for Examination Registration Authorization (pdf - 328 KB)This link will open in a new windowUpdated on March 26, 2025 to the AMF and attach the following documents to it:

  • A photocopy of an authorization equivalent to the representative’s certificate applied for in Québec. See the system of reference below.
  • Proof that the candidate was residing in the other Canadian province or territory when the authorization was granted by the competent authority. Such proof must include the candidate’s name and address. The following are accepted as proof of residence:
    • Driver’s licence issued by a Canadian province
    • Municipal or school tax bill
    • Government postal correspondence
    • Recent invoice from an energy, telephone service or cable supplier
    • Hospital card accompanied by a health insurance card bearing a photograph
    • Record of employment or pay stub
    • Home or car insurance certificate or statement
    • Transcript from a Canadian college or university
    • Bank statement
    • Canada Post change of address receipt

Once the candidate has passed the examination, they must complete a probationary period in the sector or sector class in which they wish to obtain a certificate in Québec.

After the candidate has successfully completed their probationary period, they must apply for a representative’s certificate before the validity of the examination they have passed expires.

Candidates who have held a valid authorization for 24 or more months of the past 36 months

A candidate is exempt from (s. 53 This link will open in a new window Regulation respecting the issuance and renewal of representatives’ certificates):

  • the minimum qualifications;
  • the examinations, except the examination relating to concepts specific to professional practice in Québec, and
  • the probationary period, if the candidate practised for at least 24 of the past 36 months in the corresponding sector or sector class in the province or territory they are from (in effect since March 26, 2025).

  • A photocopy of an authorization equivalent to the representative’s certificate applied for in Québec. See the system of reference below.
  • Proof that the authorization has been valid for 24 or more months of the past 36 months (history of the candidate’s Canadian right to practise). The following are accepted as proof:
    • Copies of all legal authorizations to practise issued by a competent authority of another Canadian province or territory covering the past 24 to 36 months;
      OR
    • A letter attesting to the history of the candidate’s right to practise, obtained from the competent authority that issued the authorization, demonstrating 24 or more months of practice in the past 36 months.

After passing the exam, candidates who have proven that they have practised for 24 or more months of the past 36 months in another Canadian province or territory will be exempted from the probationary period and will be able to immediately apply for the certificate. They must apply for a representative’s certificate before the validity of their examination expires.

Candidates who surrender or do not renew their legal authorization to practise in another province or territory and who wish to practise in Québec must, within three years following such surrender or non-renewal of the authorization:

Candidates from another Canadian province or territory who hold a legal authorization to practise that does not appear in the tables below must meet the same qualification requirements as candidates from Québec. They cannot qualify for the exemptions under section 53 This link will open in a new window.
