Representatives from a Canadian province other than Québec or from a Canadian territory
Here are the steps candidates authorized to practise who are from another Canadian province or territory must complete if they wish to obtain a right to practise in Québec. These steps vary depending on the period of validity of the right to practise.
The system of reference below lists the legal authorizations that are accepted by the AMF, the equivalences that may be granted in Québec and the requirements that must be met (examination and probationary period) in order to qualify for the exemptions.
Candidates who have held a valid right to practise for less than 24 of the past 36 months
A candidate authorized to practise who is from another Canadian province or territory and wishes to obtain a certificate in the sector or a sector class of damage insurance is exempt from (s. 53 Regulation respecting the issuance and renewal of representatives’ certificates

- the prescribed minimum qualifications; and
- the prescribed examinations, except the examination relating to concepts specific to professional practice in Québec.
To qualify for the exemptions, the candidate must:
- pass AMF examination 03-114 - Integrate into practice the general principles of law applicable to damage insurance and rules governing the activities of damage insurance representatives (pdf - 68 KB)This link will open in a new windowUpdated on April 20, 2017Integrate into practice the general principles of law applicable to damage insurance and the rules governing the activities of damage insurance representatives administered by the AMF; and;
- provide the authorization issued by a competent authority of a Canadian province or territory evidencing their right to practise.

Candidates must submit an Application for Examination Registration Authorization (pdf - 328 KB)This link will open in a new windowUpdated on March 26, 2025 to the AMF and attach the following documents to it:
- A photocopy of the document issued by a competent authority showing that the candidate held a legal authorization to practise when they resided outside Québec. Such legal authorization must be equivalent to the representative's certificate applied for in Québec. See the system of reference below.
- Proof that the candidate was residing in the Canadian province or territory when the authorization was issued by the competent authority. Such proof must include the candidate’s name and address. The following are accepted as proof of residence:
- Driver’s licence issued by a Canadian province
- Municipal or school tax bill
- Government postal correspondence
- Recent invoice from an energy, telephone service or cable supplier
- Hospital card accompanied by a health insurance card bearing a photograph
- Record of employment or pay stub
- Home or car insurance certificate or statement
- Transcript from a Canadian college or university
- Bank statement
- Canada Post change of address receipt
Once the candidate has passed or is exempted from the examination(s), they must complete a probationary period in the chosen sector or sector class.
After the candidate has successfully completed their probationary period, they must apply for a representative’s certificate before the validity of their examination(s) expires.
Candidates who have held a valid right to practise for 24 of the past 36 months or more

- the probationary period, if the candidate practised in the corresponding sector or sector class in the province or territory they are from.
To qualify for the exemptions, candidates must:

- provide the authorization issued by a competent authority of a Canadian province or territory evidencing their right to practice; and
- provide an official document detailing the history of their right to practise.

- A photocopy of the document evidencing the an official history of their Canadian right to practise. This document, issued by a competent authority, demonstrates that the candidate practised for at least 24 of the past 36 months in the sector or a sector class of damage insurance. The following are accepted as documents evidencing the official history of the candidate’s Canadian right to practise
- Record of employment for jobs held in the past 36 months (Further information about records of employment may be obtained by calling Service Canada at 1-800-808-6352 or by visiting the Service Canada website at www.servicecanada.gc.ca This link will open in a new window)
- Employment attestation letter, with letterhead, for a job held during the past 36 months, duly signed by the employer, business owner or head of human resources
- Copies of the attestations of right to practise issued by the regulator of a Canadian province or territory covering the past 36-month period
- Copies of every invoice payment statement relating to certification or the renewal of your attestation of right to practise covering the past 36-month period
- Record of employment for jobs held in the past 36 months (Further information about records of employment may be obtained by calling Service Canada at 1-800-808-6352 or by visiting the Service Canada website at www.servicecanada.gc.ca
Candidates who have proven that they have practised for at least 24 of the past 36 months in a Canadian province or territory other than Québec will be exempted from the probationary period and will be able to proceed directly to the next step.
Once the candidate has been exempted from the probationary period, they must apply for a representative’s certificate before the validity of their examination(s) expires.
Candidates who surrender or do not renew their legal authorization to practise in another province or territory and who wish to practise in Québec must, within three years following such surrender or non-renewal of the authorization:
- pass the AMF examination(s) indicated in the System of reference;
- complete the probationary period, if required; and
- apply for a a representative’s certificate.
System of reference
The tables below list, by Canadian province or territory, the legal authorizations to practise that facilitate the authorization holder’s ability to obtain a representative’s certificate issued by the AMF. The requirements that must be met for each representative’s certificate are also indicated.
Candidates from a Canadian province or territory other than Québec who hold a legal authorization to practise that does not appear in the tables below will have to meet the same qualification requirements as candidates from Québec.
