AMF takes action against Normand Bouchard
Decisions and Freeze and cease trade orders Securities
Montréal - On May 13, 2015, the Bureau de décision et de révision (the "Bureau") issued an order against Normand BouchardThe respondent Normand Bouchard should not be confused with Normand Bouchard (104 223) who holds a certificate in insurance of persons and group insurance of persons at Bouchard, Gratton, Beaudoin et Associés inc. and is registered as a Dealing Representative (Mutual Fund Dealer) at Desjardins Financial Security Investments Inc. to cease trading and pursuing activities as a securities adviser and ordered him to pay an administrative penalty of $236,000.
The AMF accused Normand Bouchard of pursuing activities as a securities adviser and dealer without the necessary registrations on at least 24 occasions between 2002 and 2007. As well, it accused him of making illegal distributions on at least 23 occasions and making misrepresentations to vulnerable investors in an attempt to entice them to invest over $250,000.
Normand Bouchard's illegal activities caused estimated financial losses of at least $201,349.
The Autorité des marchés financiers (the AMF) is the regulatory and oversight body for Québec's financial sector.
