Montréal and Toronto – The Canadian Securities Administrators (CSA) today published for comment proposed National Instrument 26-101 Information Technology System Integrity, which would establish a single framework for the information technology (IT) systems of market infrastructure entities.

The proposed rule and related materials consolidate the current IT-related requirements for various types of market infrastructure entities into a single, harmonized national instrument, and provides more consistent language and requirements for these entities.

The CSA is currently seeking comment on this initiative, which applies to marketplaces, clearing agencies, trade repositories, information processors and matching service utilities. The CSA has included several consultation questions asking stakeholder input to inform a second phase of the project, on how to best align the framework with international standards and address issues relating to emerging technologies.

This initiative is intended to promote market confidence and strengthen the critical IT systems of important market infrastructure entities. This regulatory framework aims to preserve the stability, efficiency and integrity of Canadian financial markets.

The 120-day comment period closes on January 29, 2027. The CSA, the council of the securities regulators of Canada’s provinces and territories, coordinates and harmonizes regulation for the Canadian capital markets.
