Montréal – The Autorité des marchés financiers (the “AMF” or the “Authority”) is publishing for comment the Draft Regulation respecting alternative distribution methods, namely distribution of insurance products and financial services without the intermediary of a natural person and distribution without a representative.

“The Draft Regulation proposed by the AMF was developed taking into account concerns raised by financial services industry stakeholders, consumer protection groups and the general public during the consideration stage for Bill 141,” said Louis Morisset, AMF President and CEO. “The proposed framework is meant to be flexible, given the rapid advances in technology. Its aims to ensure that new financial services practices develop harmoniously, while providing protection for consumers.”

Comment period and public information session

The comment period initiated today will last 60 days and will end on December 10, 2018. The AMF will also hold a public information session to explain the key orientations of the Draft Regulation and to open a discussion with interested stakeholders. The meeting will take place on Wednesday, October 17, 2018, from 9 a.m. to 12 p.m., at Hotel Plaza, 3031 boulevard Laurier, in Québec City. Note that space at the information session is limited.

Anyone interested in submitting written comments on the Draft Regulation will be able to do so via the AMF website. It will also be possible to communicate with the AMF regarding the Draft Regulation throughout the entire comment period.

The Autorité des marchés financiers is the regulatory and oversight body for Québec’s financial sector.
