The reference periods for accumulating PDUs are as follows:

CSF and IQPF

  • Current period:
    December 1, 2017 to November 30, 2019
  • Next period:
    December 1, 2019 to November 30, 2021

ChAD

  • Current period:
    January 1, 2018 to December 31, 2019*
  • Next period:
    January 1, 2020 to December 31, 2021 

* Representatives are given a three-month grace period that ends on March 31, 2020.

1. Notice of non-compliance sent to a representative by the CSF, IQPF or ChAD

At the end of the current reference period, the CSF, IQPF or ChAD sends a notice of non-compliance to representatives in default. The notice states that the representative must submit proof that the required training was completed during the reference period before:

  • December — CSF and IQPF members
  • April — ChAD members

The CSF, IQPF and ChAD then send the notices of non-compliance to the AMF for all representatives who have not completed their PDUs or updated their record. 

2. Notice preceding issuance of a suspension decision by the AMF

Upon receiving the notices of non-compliance, the AMF sends all representatives who have not complied with their professional development requirements a notice preceding issuance of a decision suspending their right to practise, that is, 15 days prior to the suspension of the certificate.

If an error has been made in the calculation of your PDUs

Contact the CSF, IQPF or ChAD to have your record corrected. Where applicable, the AMF will receive a notice from the organization to prevent the suspension of your certificate.

Removing a sector or sector class

To avoid a suspension, your application to withdraw from a sector or sector class must be submitted and processed by the AMF.

If you want to practise in the sector or sector class again, you will need to apply for reinstatement.

If you wish to contest your suspension

You can send your observations and documents to the AMF within 15 days of the date of the prior notice you received.

3. Suspension of a representative’s certificate by the AMF

Fifteen days after the prior notice is sent, the AMF sends a suspension decision to representatives who have still not completed their PDUs for each sector or sector class. A message is also sent to the firm to which the representative is attached.

The representative must cease to pursue activities as a representative until the suspension is lifted.

4. Procedure for lifting the suspension of a representative’s certificate

CSF, IQPF

  1. Immediately following the suspension by the AMF of the representative’s certificate for failure to comply with the PDU requirements, the representative must undertake professional development training recognized by the CSF or IQPF in order to earn the missing PDUs applicable to his sector.
  2. The representative must update his PDU record.
  3. The CSF or IQPF calculates the PDUs in the representative’s record for the current reference period. The organization notifies the AMF when missing PDUs are added to the record.
  4. The AMF lifts the suspension of the certificate on the business day following receipt of the notice from the CSF or IQPF.
  5. The AMF sends the representative a letter regarding the lifting of the certificate suspension. A copy is also sent to the firm to which the representative is attached.

ChAD

  1. The representative must undertake professional development training recognized by the ChAD to complete the missing PDUs, depending on his sector. 
  2. The representative must update his PDU record.
  3. The ChAD calculates the PDUs in the representative’s record for the current reference period. The organization notifies the AMF when missing PDUs are added to the record.
  4. The AMF lifts the suspension of the certificate on the business day following receipt of the notice from the ChAD.
  5. The AMF sends the representative a letter regarding the lifting of the certificate suspension. A copy is also sent to the firm to which the representative is attached. 

Reference periods

  • OACIQ: May 1, 2019 to April 30, 2020 
  • AMF: May 1, 2020 to April 30, 2022

Carryover of missing PDUs from the OACIQ reference period

The number of missing CEUs from the OACIQ reference period will be communicated to the AMF. That number will be added to the total number of PDUs to be accumulated with the AMF during its first 24-month reference period, i.e., from May 1, 2020 to April 30, 2022.   

Example

A mortgage broker who has accumulated 6 of the 9 CEUs required by the OACIQ will have to accumulate a total of 27 PDUs with the AMF (24 PDUs under the AMF’s requirements + 3 PDUs corresponding to the 3 missing CEUs needed to meet the OACIQ’s requirements). 

Mandatory professional development for the May 1, 2020 – April 30, 2022 reference period

As a mortgage broker, you will have to take part in professional development activities in order to meet the AMF’s requirements. The first reference period runs for 24 months (2 years), from May 1, 2020 to April 30, 2022.

You will be able to accumulate PDUs by taking part in training activities recognized by the AMF. A list of these activities will be available in a register on the AMF’s website. It will also be possible to obtain recognition for certain professional development activities that are not in the register.
