Montréal – The Autorité des marchés financiers (the “AMF”) has launched a penal proceeding in the judicial district of Québec City against Claude Martineau and Guy Lampron. A total of 15 charges were filed.

More specifically, Claude Martineau faces nine charges, including six counts of acting as an insurance of persons representative without being registered as such with the AMF, and three counts of breaching a decision rendered by the Tribunal administratif des marchés financiers (the “Tribunal”) in so doing.

Guy Lampron faces six charges of aiding, by act or omission, Claude Martineau with his activities as an insurance of persons representative without being registered as such with the AMF.

In 2015, the AMF filed charges against Claude Martineau for pursuing illegal activities as an insurance of persons representative, making misrepresentations and breaching a decision of the Bureau de décision et de révision (now known as the Tribunal administratif des marchés financiers). It also filed charges against Paul-André Bélisle for aiding with illegal practice.

In 2016, the AMF launched another penal proceeding, this time against Claude Martineau and Guy Lampron, pertaining to illegal practice as an insurance of persons representative, making a misrepresentation and breaching a decision issued by the Tribunal.

The Autorité des marchés financiers (the “AMF”) is the regulatory and oversight body for Québec’s financial sector.
